Can I legally withhold handover documentation as client not paid?

Good morning
We are in the process of winding down our business and want to hand everything back to our clients. One client still owes us a balance of £240 from June 16 - can we hold back on handing over the opening balances for the new accountants or not? They have been paying very slowly in instalments but I am worried they may stop if we hand everything over. Be very grateful for any advice.
