AATQB why no licensed Bookkeeper reduced fee ?

Why is there no licensed Bookkeeper reduced fee like there is for a licensed accountant when the gross fee income is under £7000? I am interested in becoming a licensed bookkeeper but only doing 1-2 days a week so it does not seem fair that there is no reduced fee like there is for a licensed accountant.
