I agree with @Mickdundee that the VAT can not be reclaimed on a UK VAT return.

And we don't know what has been supplied and to whom (is the individual a different person to the business?)

It can be claimed but it is a long winded process. We have done it at our place of work. It is long winded but here is the Governments website information on how to do it https://www.gov.uk/guidance/vat-refunds-for-uk-businesses-buying-from-other-eu-countries#making-a-claim
