Claiming Import VAT pre-registration

Hi All! I'm looking for some advice. If a company has imported goods and at that time of import is not VAT registered. They are then VAT registered at a later date. How do they reclaim the import VAT? Would it be better to claim as pre-reg VAT or back date the registration. Also without the C79 is it even possible to claim? Or will one be sent on registration? TIA
