I think I know this but would welcome opinions.
If an employee uses his own car for business mileage and is provided with a fuel card for both business and private fuel the total amount spent on the card will be entered on his P11d. ?
He can then claim the 45/25p per mile for business miles.
First time I have had someone with fuel benefit but no company car.

OK this has been confirmed by the AAT advisory tax line. This is the correct method.
