BIK on payment of Advisory Electric Rate (AER) for business & private mileage

Our company pays for ALL fuel (business & private) for an internal combustion engine company vehicle. The driver has the option to pay back the cost of the private fuel at AFR or pay BIK tax on the private fuel.
What for an electric company vehicle? We want to offer similar but it is difficult as BIK arises on any home charging costs reimbursed to the employee. It has been suggested to us that we can pay the AER of 4ppm for ALL mileage and no BIK will arise as "electric is not seen as a fuel for taxation purposes". Is this correct? Any information would be appreciated.
