Unable to us HMRC portal for personal tax

Can anyone explain the reason why some people cannot use the HMRC portal for personal tax?
HMRC stated potentially issues with NI number but would not confirm. Originally there was no issues until attempting to change address. Then self assessment had to be submitted by post with new postcode, although HMRC could not confirm correct address.
I was wondering if anyone had similar issues
