National insurance contributions on Foreign income

Hi everyone
Hope all is well with you.
Just a quick question, do you pay class 4 NIC on foreign earnings. I have a client who’s only earnings are from Turkey and just before submitting Self-Assesment there only seems to be NIC 4 contributions.
