vat questions HELP!!!

can any1 hlp pls. i'm about to do a skills test on thursday i'v been asked to look up some questions which i cant find anywhere even if some1 can direct me on where to look for them anywhere.
here goes:
q1. who collects govnment statistics? i thought it might have been the buisnesses.:confused1:
q2. which vat publication for general enquiries? i have no idea about this1.:confused1:
