Basic VAT question

Want to register a client for VAT with backdated registration, regarding pre registration vat suffered I know the 4 years/6 months rules but is this from the effective date of registration or the actual date of registering.

    I always thought it was the EDR.

    VATA1994 SI1995/2518 reg 111 - 'before the date with effect from which he was, or was required to be registered'
