VAT on bookkeeping services under £79k

Hi all,
I'm hoping someone can help me with this?
As well as doing my AAT studies, I'm starting up as a self employed sole trader providing bookkeeping services to local businesses. Now it will only be a few hours in evenings and at weekends, and I'm not charging a great deal so my turnover is not going to be anywhere near the £79k threshold for VAT. Also, I'm not going to registering voluntarily as I cant see it making any sense to do so, certainly not financially.
Question is, do I still need to charge VAT? I know it is chargeable on accounting / bookkeeping usually, but is this only if the service provider is VAT registered?

Why would you charge VAT if you are not VAT registered?
If the service provider is VAT registered then yes they would charge VAT.
