MAAT and professional referee for citizenship

Hello all,
I am fully qualified MAAT and a friend of mine asked to be his professional referee for the citizenship request. The requirements are below:
Requirements of a referee
Each referee should know the applicant personally.
Where the applicant is a child applying, one referee should be a professional who has engaged with the child in a professional capacity, such as a teacher, health visitor, social worker or minister of religion.
For an adult application, one referee should be a person of any nationality who has professional standing, eg minister of religion, civil servant, or a member of a professional body e.g. accountant or solicitor (who is not representing you with this application).
I am bit confused so does anyone know if I can be his professional referee?

Presumably the second criterion doesn't apply.
So the two questions are:
1) Do you know him personally?
2) You're MAAT - is he one of your clients?
You can be his referee if your answer to 1) is Yes, and that to 2) is No.
