PAYE for Partnership?

Hi, two questions;

1) Can Partnership operate a PAYE scheme and employee staff?
2) Can Partners be paid via PAYE to account for tax and NI or it has to be taken as drawings?

    1) Yes
    2) They are self-employed and can not be on PAYE
