Can someone explain how to calculate in order to get the results for the attached please?

C is calculated for example June - Actual costs £135,000 / June RPI x Jan API = 131897 (rounded to nearest £
D is calculated using the high/low calculation
14000 - 5000 = 9000
2000 - 200 = 1800
9000 / 1800 = 5 ( Value B )
Then to find the value of A multiple 5 by 2000 = £10000 and deduct this from £14000 = 4000 ( Value A )
