This will depend a little on your locality and how much other bookkeeepers/accountants are charging. You can make some enquiries - some accountants advertise their rates alongside their services. Look in local newspapers, local internet based classified ads like Yell.com and Frday Ad.
You can probably charge a higher hourly rate than you would receive if you were working as a temp, so look at what local agencies are paying their temps (remember the agency add a margin when they charge the employer). However, if you want to be competive on price, you caould prabably afford to charge lower fees than a big accoutancy practice with high overheads.
Good luck

If I was looking to expand in this area as in providing accountancy service to people,

I would charge least as possible and give an outstanding service because I have seen that this gets you more clients from word of mouth.

Small business want good service but not at a huge cost.

Slowly then increase rates at a steady pace over the years.
