Does anyone prepare property Service Charge accounts for private landlords (freeholders)? If so, what format do they take and are we (MAATs) allowed to certify them?

If you mean something like a Flat Management Company then I believe there are templates on the companies house website.
Assuming your prospective client is a company then the rules are no different to any other company in terms of AAT members signing them off.
The accounts themselves are usually pretty straightforward.0
