Tax Reference

I have a new client who has recently been forced into self-employment (due to being made redundant). He is in the construction industry so needs to register under CIS. However, he can't do that until he receives his UTR reference. He has been told by HMRC that this could take 6-8 weeks! Is this normal? It does seem a little unfair. Is it not just a matter of pressing a view buttons? :confused1:

I agree, It does sound bonkers.
Does anyone know why we have to have UTR numbers?
We have to have NI numbers from 16 so why not allocate a UTR at the same time or better still only have one of the other:ohmy:
