IR35 Help??

Can anyone help, getting rather confused??
This is what i think is correct - if someone is outside the scope of IR35 and have there own Limited Company then they can declare dividend aswell as putting a small amount of salary through (to keep the tax man happy)
Now for the confusing part - if someone is inside the scope of IR35 and have there own Limited Company how does the tax get shown in there accounts?
I'm getting very confused any help would be much appreciated!!
