Vat on Unconditional Airtime Discount

Hello.

Hoping a VAT expert will be about..

I have to invoice for commission relating to "Unconditional Airtime discount".

They want a zero rated invoice but I am unsure as to whether this is really zero rated.
Vat office do not get back to me and I need to raise this invoice asap.

Anyone with any experience in this?
