VAT Refund inport export?

Probs a daft question but having a blank day.

If a client exports and pays vat on his purchases but does not charge VAT on their sales can they reclaim the VAT before they pay their creditors???

In most cases, yes!

Am i also right in thinking you cant do this if its cash accounting?

You can, you just have to wait until you have paid your creditors before claiming that VAT.
