HMRC Graduate Programme

I've just seen on the HMRC website that they are recruiting graduates for a four year Tax Development Professional programme. It starts next September but the application closes at the end of this month. From what I've read it looks really good, and I'd certainly be considering it if I was looking for work or didn't already love the job I have now. They'll only look at people who have at least a 2:2 degree though.

Saying that....
Are they accountants at the end of the programme? I'm at the start of level 3 now so if I went for this, would I be throwing away qualifications? I want to move on to CIMA or ACCA after this (what a surprise!), what would HMRC offer by means of qualification?
