Direct Recovery of Debts (DRD) is HMRC's proposal around being able to remove funds from people's bank accounts if they feel they are owed tax.

No, but then again I think all payments made to HMRC should be on Direct Debit. Would be a deterrent for companies that take it for granted & nobody would be in debt to HMRC!1
