Commission Chargeable on Revenue within the Hospitality Industry

I am currently helping out at a Hotel that receives accommodation bookings via various agencies ( Bookings .com; Expedia ...) All these agencies charge commission based on 'Revenue'. These people are Charging Commission based on the retail price inclusive of VAT; thereby classifying Tax as Revenue. This is the unchallenged Industry standard and Norm. Has anyone else come across this and successfully challenged this. Also I would appreciate advise and suggestions as to which body this apparent overcharging needs to be referred to.
