If your employer is only paying the 80% that can be reclaimed from the government, do you add 80% of the normal salary as gross pay, or is HMRC expecting to see the whole salary

The minimum will be the 80%, its up to the employer whether they pay the additional 20% to top up the salary to normal level. (per HMRC web)
These payments are taxable so go as gross pay, don't forget that the employer can claim back the nic contributions.
It will be interesting which employers value their staff and pay the full 100%.
