Furloughing staff due to be made redundant 31 May

I have a situation! Client was closing her shop and making all staff redundant on 31 May 2020, she told them in February. Shop is still full of spring/summer clothes and she will have to re-open to sell all the stock off if she can. She will still be making staff redundant in the future, but may have to extend on their original redundancy date. This was a crucial time for my client who has been in business for 40+ years and was looking forward to final sales and retirement parties over the next few months with her loyal customer base. She is still paying all her staff 100% for March, April and May. Is she still eligible to furlough even if she will be making staff redundant at some point in the future? I can't find guidance for this scenario.
