Furlough claim and change of PAYE ref.

This is a bit of a long story, but I would really appreciate some advice on this.
I work for a small charity which furloughed two workers for April. On 1st April, as a planned change, we changed our payroll provider, previously a bureau service from a local authority who made submissions under their PAYE reference number. We registered the charity's own PAYE reference number in October 19 ahead of the planned changes to how we ran our payroll. However the new payroll provider did not take over until 1st April at which point staff were given P45's from the previous payroll provider and taken on as "new" employees by the new provider. The employer and their Contracts of employment T&Cs remain the same. The only difference is that we now make submissions under the charity's PAYE reference.
We have been told we are ineligible for the scheme as we submitted the claim under our (new) PAYE reference and of course, there were no submissions at the 19th March - these were done by our previous payroll provider.
Is there any way we can claim for furlough in these circumstances?
