VAT on Services supplied to EU businesses

My clients provide services to EU businesses which I understand means the place of supply is the EU customer's country, therefore outside the scope of UK VAT. Does the lack of Brexit agreement on services mean that my customers now have to register for VAT in each EU country they supply?
