HMRC Identity verfication

Is anyone else having problems with any clients who are required to prove their identity.
I have a client whose information was requested and duly sent in June, they first told us that the information hadn't been received (sent registered!). 6 weeks later documents were found and he's now been told his account won't get clearance until at least Mid November.
Is anyone else in this position, the client is CIS and has a substantial amount to reclaim.
Thanks
