Price per transaction

I usually price my work on either fixed rate or by the hour but I have a client who persists with using his business card for private use and and payments less for a couple of quid, this means he's racked up more than 5,000 transactions for the year. I'm now looking at either dropping the client or going for a higher invoice.
I was going to calculate an actual charge per transaction and use this as a guide and example to increase the bill. The invoice would be transaction based up to TB and then rate per hour to finalise accounts.
Does anyone use this method as I would pitch my cost at £0.25 - £0.30 per transaction.
The guy always moans about the invoice and takes ages to pay so not bothered about retention.
