Offering cash back to customers in a small grocery store

My client, a small grocery store, has asked my opinion on offering a Cashback service to her customers. The reason being is that the last cash machine in that location has now been taken away. Does anyone have experience of this? I assume some sort of operator licence would be required? Many thanks for your help.
