AAT's real life scenario for Q22 lvl 4 Personal Tax: Suki domicile question

Hi,
Can anyone clarify why Suki is NOT deemed domicile. Answer says as Father is Austrian domicile, Suki is but doesn't condition B (UK resident for at least 15 of 20 tax years immediately before relevant tax year) come in to effect?
