Maternity Pay for non-UK resident employee

Hi all,
May I ask a question please? We are a UK company and we have a Spanish employee who lives in Spain and doesn't come to UK. So, he has no NI number and we don't pay employer NI and employee NI for him. He pays PAYE in Spain as well.
Now his wife is pregnant and according to Spanish law, he can have 16 weeks' maternity leave.
Should we need to pay the maternity pay to him, or he should apply it from the Spanish government please?
